Toby has made it very clear that everything he posts outside of the game is just treats for the people who are as obsessed with his games as he is. Things like the Spamton Sweepstakes and even the extremely obscure easter Eggs within the game itself aren't necessary to have a coherent understanding of the story, they're just additional context and foreshadowing for what's to come. Toby doesn't want anyone to have to watch video essays or read a wiki to have a normal understanding of his games.
You don't need to know anything about the funny cat face more than what the game has presented to you. Toby does not expect the average person to datamine the game and he is not writing the story with that assumption in mind. The Mike room is a funny nod to the insane shit his dedicated fans came up with during the WAIT after Chapter 2, it's not required reading. If it was it would be part of the story and not a goofy bonus room you unlock after beating the Chapter.

"FRIEND" is something people took from the filename, it's like calling Gaster "mysteryman," we don't know what its name is or WHAT it is because the game has never ONCE referred to it or acknowledged it in any way.

The chair is just a fucking chair in Susie's room in a flashback. The "darker than dark" shit was just Ralsei explaining how Dark Worlds work. There was a Friend jumpscare on the sweepstakes page because there's a Friend jumpscare in the cutscene.
Noelle says the Mantle is for "someone taller." Noelle is pretty tall, there aren't a lot of people taller than her, but her older sister is probably one of them. Her intuitively knowing WHO the mantle is "for" and having such respect or certainty with this thought that she refuses to wear it herself makes it very clear that it's meant for someone close to her.
