The Light World is to real life what the Dark World is to the Light World - A form of escapism and a world that is merely made up of the imaginations of others in real life.
Our reality is the Angel's Heaven.
Everything that has to do with the roaring points to this.
There is a constant religious overtone that points to a higher reality that is only obtained through the roaring.
For instance, the agents of the roaring, the Titans, have overt angelic themes, literally having angel wings surrounding them, and only appear when the world is ending. They are agents of the Angel's Heaven, made manifest ONLY to destroy Deltarune, hence why they have angelic themes.
Deltarune itself is in a meta sense, a fictional world.
Some characters within it have learned this, and have chosen to try and escape it, hence Carol, the Knight, Kris, etc- partially being led on by the idea that the world they are escaping to is far better than theirs (there is an entire religion in the town centered around this).
Some characters within it have learned this, and know that to escape the world would be to destroy it, hence Ralsei trying everything in their power to stop the roaring.
Some characters within it have learned this, and have tried to escape it through other means, with varying levels of success. Jevil believed he was free. Spamton was trying (and failing) to break free. Gerson was completely free, having literally died in the Light World, and what we saw of him in the Dark World was just an after-image of his being.
Being told that our choices don't matter was ONLY in the context of us being placed in Kris. We were being told that Kris' choices don't matter. This is important because:
We (the SOUL/Angel) are constantly making choices.
Ralsei acts as an agent of prophecy itself, manipulating us into saving Deltarune by thinking we had no choice but to seal the fountains (which we are capable of doing).
