You're missing the point.
Not any civilian can do what Cream does.
Cream isn't 'devaluing the cast by being a civilian'. She's exceptional among civilians by being able to rise to the occasion by joining them hand in hand in their fight against the nefarious Dr. Eggman. That's what makes her special. That's why her fighting alongside Sonic is notable and important to her character. It's a contrast between her and every other civilian in the series. Not anyone can do what Cream does. Because Cream is an inspirational figure, someone who rises to the occasion, to fight for Justice and defend their home.
Cream is a lot like a younger female Sonic. Who rather than being a full-time adventurer, must balance her heroism and her normal life. She's just a fun-loving rabbit who loves her friends, herself, and her home. She's unapologetically feminine and cute and it's wonderful to see.
Cream has a bit of an ego and she can be a perfectionist, striving to be the best at anything, or at the very least adequate. This synergies well with her exceptional nature among civilians. Leading by example and proving that hard work pays off.
Her arc is similar to Amy and Tails. However, unlike Amy, she is not motivated by love. She is motivated by Justice. And unlike Tails who sought to follow Sonic and be like him, Cream sought to follow his example and embrace aspects of the Wind into her life when applicable. Balancing her ties with the Wind and her lifestyle. She serves as a great example to the audience of how to be like Sonic while being a 'normal' person. To always stand for what is right, to always strive to be better, and to treat others and yourself well. But not to be a doormat and let others walk all over you.
Cream is a great character when properly utilized and written well. SEGA does not know how to write her.

I hope Tails is in the next chapter.
I like how they adapted elements from SatAM and blended it with the idea of Sonic in a world of humans.
The dialogue was funny and cute. Sonic's characterization was on point. It was nice seeing him drag Yuuta around. I like Sonic drawing, it was a very cute character trait. Sonic being an artist is an absolute favorite trope of mine.
I know it's incredibly unlikely but if Cream or Sally appear in the manga I'll be very pleased.
A lot of people complained about the art being inconsistent but it doesn't bother me. I like it when art is more expressive and manga art is known to do this.
