The actual stat was that ~28% of men in the 18-30 age range haven't had sex in the last year (18% for women). All of this stuff about an increase in sexlessness among men all comes from a WaPo article from 2018 reporting that stat from the 2018 GSS data.
However, it is important to note that statistic was heavily skewed by the 18-20 cohort within the much larger 18-30 age group. Sexlessness dropped off rapidly after turning 21.
Also, the same data from newer surveys shows a significant decline in sexlessness in the post-pandemic era.
