There isn’t exactly a source for this in EU or Disney, but I always assumed that the shutdown command bricked the droids to prevent them from simply being reactivated unless you gave them a software patch overriding the shutdown.

ARC-170s are basically the Republic’s equivalent of B5N or TBM Avenger torpedo bombers, mainly intended for long range power projection/attacking Separatist starships. The actual canon mainstay air superiority fighter is the V-Wing. They have only get portrayed as air superiority fighters in the games because of their prominence in Revenge of the Sith (where they performed very poorly).
