To go back on what I said, I can somewhat see why Toriel was written the way she was. It's evident that while she cared for her own children and others she was neglectful of both Asriel and Chara.
When we find her in Undertale at that point she's gone full "helicopter parent" and decided that to ensure the children's safety she'll take on a more authoritarian role.
Only problem is that she just doesn't have it in her to carry through with that, repeating the same mistakes etc.
Ceroba is just outright retarded still.
