starship would be a good starting point, but there's probably 100 more major engineering problems that would have to be confidently solved to prevent any trip from being a 1-way suicide mission. like it or not if they can get starship to work and be rapidly reusable, the possibilities of human actually doing something worthwhile in space increases greatly. i still think you'd be prudent to establish lunar habitats first, there's some worthwhile stuff to be done there and you could fully mature tech needed for a martian mission there and if something goes catastrophically wrong the crew is only a few days away rather than months at the earliest.
