I dunno the specifics of how DNA and mutations work, at least not to the point where I could answer your question. That's not really the sort of question worth philosophising over, you either grab a microscope and start testing and experimenting or you shut the fuck up about it.
But, my guess would be, with how slowly traits tend to evolve, it provably wouldn't matter much if there were "fragments" of optimal traits left. Convergent evolution is also a thing, the same traits can evolve from different unrelated organisms from different sources in different ways, so maybe any "fragment" would just get bypassed anyway. But idk for sure, the fragment stuff sounds like bullshit but idk for sure really
