Yes, but I'm talking about the scope of the project when it was envisioned. XIII had over half of it's content cut out and assets lost due to engine incompatibilities, the scope was tremendous at first and had to be cut down drastically. XV was a much bigger game than XIII, and it's plans were far, far bigger on paper with an insane amount of cut content.

FFXIII is the LAST mainline Final Fantasy title that was developed by the LINEAL Final Fantasy development studio. That's why it feels like the last Final Fantasy game.

Until CS1 moves past VIIR and makes XVII, there really are no true new Final Fantasy games since XIII.
