I think he said they spent like $1 million on fuel for the transport ship at one point, 90% of the cost was transporting the hull around
a metal sub requires a massive ship that has one of those huge cranes that can lift the heavy sub out of the water
not only did he not have that, he basically just towed the Titan sub behind the transport ship likely causing more damage and unnecessary fatigue
he couldn't even afford to properly store the carbon fiber hull and left it outdoors in freezing temperatures
weight was his biggest issue in terms of cost
