Tails will never step out of Sonic's Shadow. Tails will never be a character in his own right. He exists to be Sonic's wife (male).
Tails stopped being an independent character after the Adventure games. This is why on Sonic Channel JP his classic description portrays him with a more equal bond to Sonic while his modern description goes out of its way to paint him as Sonic's bitch.
Modern Tails is Sonic's chauffeur, Sonic's chef, and Sonic's maid.
Tails exists to be pumped full of hedgehog spunk and to make machines to enable Sonic to accomplish whatever his task is. He is not a protagonist. He is not an independent character. He is Sonic's wife (male).
