He's extremely prominent in the intro where he lays out the whole central idea catalogue of the game (player choice, how the game responds to you, diagetic SAVEing and resetting) based on what you do and you're persistently reminded of him ("have you ever heard of a talking flower?")
You're not gonna kill Asgore and then go "who is that?" when he pops up, he made his impression. Also Undertale is like a 10 hour game tops and Deltarune is easily twice as long by now, still with absolutely nothing solid about FRIEND in the actually game or even outside of it.
