They were for a good 4 weeks straight, stopped for a couple of days here, but started back up somewhat today. A lot of people were under the assumption that the DDOSer had stopped because the admin, Popo, was doing a fine enough job at driving people away from the server, more than the ddos attacks ever did.

They did, yes.

Depends, server will likely continue as normal but the peak of it seems on the downward trend.
The ddos attacks really did a number on good will, and while it isn't the fault of the server staff, Popo implemented some weird system to prevent the effects of lag from ddos but it introduced really bad input lag.
Between the ddos and really slow+stupid decision making on behalf of the devs, server has just been very slowly losing players.
There's still a decent enough population, so if you aren't opposed to the idea of it only lasting another 2 weeks or so and just enjoying it while the buzz is still kinda there, then you should be good. But if what you're looking for is this p server being your forever game, might have better luck elsewhere.

Classic is on an older patch, not a true "classic" but closer than most private servers running.
Pre-apex.
Reaper is in, Gunner is in.
No Valk, no Brawler.
Current endgame revolves around VM4, or Generation. So, Bathysmal Rise and Sky Cruiser. PvP bis is Renegade I believe.
Avatar weapons were removed entirely but I think they're either working on or will be slowly bringing them back but have tuned it so they aren't as strong for leveling? Don't quote me on this.
Exp gain seems to be slowed pretty considerably but that might just be me.
Largely unmodified from the vanilla/retail experience for this patch at the time. From my understanding, devs for this are going to be working on balancing to restore other endgame pve content and bring it into the loop as well. I heard they're looking at bring
Starscape is on a newer patch; this patch includes apex, includes Valk and Brawler. Significant modifications to class tuning and balance, and I believe they're also working on totally new custom PvE content. Not sure that it's going to be at the extent that Menma's was at, but they are at least pushing development further than just trying to maintain a more retail experience.
In terms of popularity, Classic is currently the more popular of the two, seeing a big boom with streamers and their community (unfortunately.)
With Classic being pre-apex, the classes don't feel as fast as they got with apex release.

Be mindful, one of the EU servers I believe is made up of the remnants of the Menma's TERA dev team, so a spiritual successor. (I THINK it's Arborea but don't quote me on that.)
