they kinda did it, in part to spite Valve and Artifact. The launch monetization model were so ridiculous that you couldn't even pay your way to a full collection, you literally can't, they won't let you. However, Riot was kind enough to keep developing the game for years even at a loss, unlike Valve that killed Artifact out of the fucking gate.
Riot were much more successful back then to be fair, the esport shit have died down so much so that they have to open the gate for gambling sponsorship. And their main games LoL and TFT have fully adopted the gacha monetization model.
