Reaction speed is not the same as movement speed, nor is that the same as the speed of Tusk as a stand.
But in Death Battle they take the highest possible speed and generalize it (Gojo for example got his speed from a reaction speed scaling not a movement speed feat)
Lowballed Johnny would be equal to Gyro who can throw his steel balls faster than a point blank bullet that was already shot at him can reach his body. (I'm guessing this is above the speed of sound but who knows)
Midballs would scale him to magenta Magenta who can react to a bullet already touching him mid flight (Johnny should be above him but we can also chain scale him with Wekapipo and Gyro)
Highball Johnny is just using stand stats to determine Tusk's speed being on par with Stone Free (relativistic) or maybe FTL since he can fight two stands that have As on speed (and DB is committed to give those FTL according to Giorno Vs Joker)
Lowballed Gojo is above Mach 3 because of the whole chain of (down) scaling
Midballed Gojo should be around lighting speed (scaling from Hakari or higher with black flash scaling (that DB uses)
Highballed Gojo might be FTL because of Sukuna dodging EM waves (to be fair no idea if there's a calc that puts this above Jojo's own FTL calcs I kinda doubt it but who knows)
I am taking all possible scaling (that I know of) while trying to identify what DB might buy, stop being retarded
