Xenos have been rapidly pushed to the side more and more to promote Imperium vs Spikey Imperium (Not Chaos mind you, because Abaddon is super special and is actually stronger than Chaos).
Primarchs with special quirk powers are looming on the horizon, with Lion already showing up ans getting teleportation powers out of nowhere.
The negative aspects of the Imperium are being pushed under the rug to promote the better marleting angle that the Imperium are totally good guys.
