Verso explains them well enough. If you understand the essence of the person and have their chroma, you can bring them back. Alicia has access to all the chroma (besides people killed by nevrons) after Renoir is kicked out. Details like the Lumiere NPCs being white (like the defective nevrons we encounter) are there to make you wonder if Alicia is skilled enough or understands Lumiere enough to truly restore it. There's a ton of little details there for your brain to take note of as you decide how you feel about what you're presented. Personally, I felt the city being in ruins and the lumierens being borderline mannequins suggested Alicia was unable to bring them back, or unwilling because she only cared to pretend Verso was alive.
