I know this might be the case but the circus itself it's such a non-enforcing entity on its own that it makes me curious if any of it's restrictions are from the game guidelines itself or something Caine already does on his own. The only thing we know so far is that both are connected through Caine's own mental stability and we haven't seen him go too out of line for any suppressors or protocols to reel him back in to take place (at least none with a visual clue we can pinpoint), ep3's small freakout notwithstanding.

He clearly has a lot more control and power than he is allowed to share but the mystery here is why is he so wishy-washy on that himself, it's like something or someone is keeping eyes on him but not exactly a collar and chain to restraint his actions if he does decide to go fully rogue (not minding if for good or bad reasons).
