I have an old PowerMac that could connect to the internet before the SCSI controller on it quit and the old SUN Ultra 5 I have connects to the 'net just fine.
Of course, you can't do much with either, as that shit will only display Web 1.0 pages properly (in the case of the SUN machine I have, not even that since it's running OpenBSD and I can't be assed to try and compile a lightweight enough GUI browser that will run on it; all my connections on it are either package management, through the Links browser, or telnet).

I don't think the circus computer is hooked to the internet for one reason; if it's abandoned, then the service provider certainly would have cut service after no one was paying for it. Yeah, I know the building still has electricity, but sometimes the company overlooks that or whoever owns the building is just paying it.

Kinger is a computer analysis. Ragatha had money/was a farm girl (despite the stereotypes, farmers who can afford horses have a good income despite subsidies and government contracts). Gangle was in community college (may have caught wind of the digital circus as a project from a weeaboo friend). Zooble was a bartender/tatoo artist (maybe even heard it from gangle who got a tattoo from her but doesn't recognize her since they don't know their own names). Pomni was an accountant and urbex explorer.

Don't know about Kaufmo/Ribbit/the dog or Mr. Football. Queenie may have gone after Kinger when she saw him being sucked into the circus.

How are they all connected? Are they from the same town/city? Do they actually know each other irl? Its going to be interesting, if anything, to see Jax's arc in the next episode.

Sometimes I think people give to much of a good relationship to Kinger and Caine. If anything I would expect Kinger to initially be mad and exasperated at him during their first days and after figuring out there was no way out, kinger getting some slight second hand cringe from some of Caine's dialogues and animations that made it to his final design (probably not made by him) and trying to distance himself with Queenie, learning to roll with the punches the circus gave to both of them only to eventually seclude himself after her abstraction and having his bitterness from the start getting tempered by years of seeing folks coming and going until eventually become the wise but aloof figure he is nowadays

It's probable that none of the characters speak to each because they never think to do it. The show doesn't explain well how long pomni's even been there, let alone anyone else. A likely scenario is that there's an unspoken tradition of not opening up to each other that gets passed down the generations because no one ever brings it up to do so they don't think about it, especially when they see no point in learning more when that person could abstract tomorrow.
