You posted the wrong pic, OP. While it's true that Empoleon looks like a physical attacker, it used to be a very competent special attacker and late game pinch berry sweeper thanks to its access to the much more powerful hydro pump over waterfall and grass knot for coverage to hit other water types. I'll admit that a GATR TIME set (SD + STAB aqua jet) would've been cool as a potential upgrade to Feraligatr and Kabutops.

Pic related on the other hand was an incredibly mediocre pokemon from the start. Sceptile has always been held back by its special attack and barrel special movepool only for Game Freak to double down on its problems by giving its mega even more special attack and a dragon typing (and no draco meteor) that hardly even fits it. Seeing it receive both unburden and acrobat was massive insult in gen 5.

Used to be serviceable, got absolutely fucked by the split so now it can only be a special attacker and double-fucked by getting a worthless hidden ability when it already was fast enough, and triple fucked with an absolutely moronic mega
