Yeah I feel like "You need to play Undertale before Deltarune" is like claiming "You need to play Ocarina of Time before Majora's Mask". It obviously helps you grasp some stuff but ultimately its a new story using familiar assets to evoke a dreamlike feeling of offputting familiarity. Unless Toby just goes nutso towards the end.
