This falls apart after taking 5 seconds to look at the full hometown sprite sheet and noticing inconsistencies with location placements. A lot of hometown is simply placed next to each other for gameplay reasons.

She hasn't been shown to commit any real crimes as of chapter 4. So far, she's merely suspicious, and makes people uncomfortable. That's it.
I'm not even sure if she's that abusive, but she is extremely protective of her family. That's already more motherly than what Ceroba has going on.
Plus, she has an actual hobby collecting mini-Christmas figurines (and a job; Ceroba is practically a bum).
