It fixes certain issues by doing very specific things:

1. The arena is small (In Tri, the water areas are too big and barren).
2. Terrain plays a factor.
3. Clutch Claw works as a mechanic underwater.
4. The time you spend underwater fighting is short.

Underwater combat is never going to be as good as land combat, but having it in short bursts and a novelty didn't make it outstay its welcome.
