Not all of the previous $18 sets include a hat, such as the Collegiate set. I guess you COULD defend this by saying it's not that unlike the Collegiate set which was sold as $18 for pants and a tie and another $18 for a bow tie and a skirt.
At least with the Collegiate set it was 2 different items in each set, this is just the pants and they're skimping on the hat. It should be priced at $22 and simply include the 2 pants options instead of being sold separately like the Collegiate sets were.
