zhirinovsky the mad russian prophet talked about this at least a decade ago, more or less implying russia could use its radars to cause a solar flare directed at the western hemisphere and zap the US without ever firing a shot. i think he also said they could cause an earthquake or a volcano tsunami or something with similar tech.
