Bullshit jobs is a thing. My assumption is that the government knows everyone needs to work to keep society and capitalism spinning, so they just invent jobs that don't really need to exist in order to keep everything moving like normal.
I've been in jobs where there are HR workers whose job it is to literally put barriers in front of your own work. Like they do nothing but cause you grief and stress.

These jobs simply don't need to exist. I'm certain they're cause companies to make way less profit. Similarly, all those jobs like 'Diversity Officer', whose job it is to just ensure the recruitment has enough black people are completely worthless jobs yet they get paid a decent amount of money.
They can't get rid of these bullshit jobs because the economy would shrivel up.
