its a combo of the thriving illegal cheap pot industry (and the state's inability to shut the illegal businesses and farms down), the feds reluctance to legalize it so the big banks can get involved, and shitty circumstances state wide. in commiefornia they legalized it but cities and counties were allowed to block cannabis stores which in turn made the illegal market brash by putting up popup stores where they sell weed that's been tainted by mold or nasty chemicals. as a result california growers are fucked. being a small time grower is fucked with the bajillion taxes they have to incur. it is going to take marlboro to put out a mass produced joint so the market and politicians will force law enforcement to do something.
