To put it simply, if Africa were geolocated next to Russia or China, and filled with resources, they would be a much bigger strategic asset to the United States, and far more expensive to "buy off". In the event of a World War, Africa is not really an asset to anyone because its resources could be blocked, and niggers won't fight.
As long as Russia is encircled in Europe, the Caucasus, and Central Asia; And as long as China is encircled in the Pacific. America doesn't need to invest in Africa directly because not even a combination of powers could challenge the US Navy. The moment WWIII breaks out, China would effectively be blockaded except via Central Asia(IE why they want Belt-and-Road so badly).
The current GDP per capita by country has almost nothing to do with national IQ. The world isn't the natural outgrowth of market competition. The entire global economy is managed through trade deals, subsidies, interest rates, exchange rates, market access, sanctions, etc. And don't get me started on the financial system. The winners and losers are political, not biological. Same goes within countries as well.
