I always thought it would be funny if Batman "defeated" her not by punching her in the face but by dating her in public as Bruce Wayne. He's a famous billionaire so being seen with him would elevate her celebrity status, get her into parties and let her rub elbows. It would give her a lot of new ways to became famous again and it stops her from wanting to commit crime. The challenge comes from the real Bruce Wayne having to play it cool that he's publicly dating this washed-up actress who looks like a ten year old.

Off-world stuff will probably be done exclusively by robots, since information can travel faster than physical matter will ever be capable of. Just deploy ships to distant plants packed with robots and material, detect them land 100 years from now, then have them build whatever structures are necessary to not only perform their primary objective (mine, etc.) but also begin construction on another facility, which will allow them to construct yet another rocket with robots. You just keep doing this until you have a vast network, the intergalactic equivalent of telephone poles.
