What he did is force elite parents to have some skin in the game by shooting up their kids' summer camp allowing them to consider if they are willing to die for their positions on immigration. He is probably one of the few mass shooters that had clear motives, the shooting helped accomplish them, and was not an lolcow like Rodger. The elkites need to learn that they do have skin in the game of their countries lives, even if they just plan on leaving when shit gets bad.
