The criminal justice system is already on the brink, police attrition above than new hires with both attrition rising and new hires falling, courts with 12+ month backlogs, prisons almost entirely out of space etc.
The moment it breaks down and normal non-criminal people stop fearing repercussion from rioting the next random anti-migrant protest is going to spiral out of control and we'll get to see what civil war looks like in a modern country cause it wont be anything like what we've seen before
I suspect it will start with a societal self-segregation, people moving to areas that are 'winning' in their eyes (aka anti-migrant people moving to towns where anti-migrant protests, unquashed by the broken legal system, have successfully got rid of shitskins), violent forays and counter protests into these areas will start to come from pro-paki civilians as they lose all trust in the government to do it for them and their own areas become total shitholes due to them being full of pakis
The death toll will get out of control so extraordinary measures will be planned but the military will be too fractured to be useful so it will end when a foreign military takes an interest in one side (likely the side of the government) and an ideological genocide of anti-migrant protestors is attempted leading to guerilla warfare
