It's designed to denigrate men, promote parasitism, and ultimately encourage everyone to acknowledge that the Government is the daddy to all children raised by single mothers; the Government is her husband and provider. He tells her what to think, do, and gives her spending money.
If an actual, physical, real live man comes into the picture he's instantly put at a disadvantage. His entire life can be ruined with a simple accusation, and even if the relationship ends amicably she can approach him years later and demand compensation.
All of this has the (intended) effect of pushing single mothers into loneliness and thus greater dependence and subservience to the government. It ensures their kids will grow up without a real father, and instead troon out and further contribute to the decay of civilization.
