Out of the armor steels I always figured it was Mars / Armox, then MIL-46100, then the garage steels with AR500 being the worst but progressively harder options being more brittle and compromising on multi-hit. Tactical scorpion has AR700, which peculiarly only seems to exist in shield form. Highcom being Highcom has an "AR1000" which is really just MIL-46100 or similar, quite close to AR500.

I am not a lawyer and this is not legal advice. The language in New York's armor ban suggests that non-wearable armor like shields are fine. You could have a friend buy you plates in another state for the purposes of jury-rigged mounting to a shield. It's a perfectly valid way to up protection against heavier threats. Lots of people buy plates to put on shields. Definitely. Yeah.
