I read that Twin Turbo's unique gives her a significant boost in velocity partway through but also significantly lowers her velocity in late race/last spurt. Is it possible to counteract or override the debuff to velocity with skills like Homestretch Haste and the numerous uniques that activate on the last spurt like Prideful King, Triumphant Pulse, and The View From The Lead Is Mine?
