You put the pressure on them to put enough out to force it, while also ideally putting up something like Lapis behind so they can't just play passively themselves

In a world of less Storm bullshit and less 1-card "honest" Boards, it would even be a decent strategy. So.. like Emerald and maybe Topaz level decks.
Beyond that, playing a 6pp Do Nothing at all may as well be conceding against Runeniggers, Roach, Orchis, a dozen Dragon cards, Cocytus, etc

Legit my favorite ever deck was the "stack De La Fille and Alexiel leader effects behind Tenko Shrine" and the deck is full of heals
I don't need to win, I just need to make sure you don't win and your big storm plays are capped at 4
