Why not just play on Tenhou now? You don't even need an email or any other PII just click on "New ID" at the login screen, enter a name, and save the password that it gives you. Play one (1) game every 6 months to avoid being disabled for inactivity. The repo linked in the OP has a translation plugin linked under "Where to play online" if the official one isn't up to your standards.
