Because she rejects the White Tower rituals, and seeks ascension by communing with the origin of the Elden Ring. This is why her and Radagon stufies on Casuality and Regression are so important, it bypasses that ritual and communes directly with the origin of Runic power instead of Crucible currents.
The actual Elden Beast appears only by applying Law of Regression for example, reverting it to its primordial form using the light within Erdtree.
