Without any details on the proposed disruptive event I would draw conclusions from the currenthings of the past 5 yrs or so and would diagnose that the main issue of most these days is a lack of basic self diagnosis loops. Most people got their mental guard down and either fall fearfully into consensus or panic and lose their ability to face an adversarial event with a calm and composed mind. They are ill equipped to deal with crisis, be it on a global scale or at an entirely personal level. Even many of those capable and willing to recognize problems still often fall into "shortcuts" or rather short circuits (which can easily result in death spiral pattern) when confronted with the harshness of realities. If we want to help this would be our initial "band aid" to apply. Where it could hold at least.
