Probably the ideas ran in parallel, Nicole was very mysterious and underexplained in SatAM and with Season 3 or SatAM Movie not looking likely (further compounded by Underground coming and going) Archie probably took the chance to expand her on their own.
Ben Hurst kept pitching the film until at least 2006, so if he got it greenlit then Nicole's species might have matched Archie.
Many ideas changed between the 90's and 00's documents (for example, the red eyes at the end of Season 2 were originally intended to be Knuckles before later changing to Naugus) so it's hard to say how far his idea for Nicole goes back.
