I can confirm that Alice's W-Engine is worse for Piper than Piper's W-Engine in literally every realistic scenario. You'd have to be doing some sort of challenge where you never, EVER spin. At all.
The fucking rat's is debatable. From lazy testing it was like 7% better outside of stun when max stacked and 30K less damage on Assaults when it drops off. For stun it was closer to 11% with full stack, but you might only get one anomaly proc before the buff wears out. Anomaly using stats at time of application means it's not wasted even if the buff was only active for half the buildup, but how much benefit you get is variable. I think it might still be worth using since you have way more Assaults outside of stun than in and increasing perfect dodge priority wouldn't be going too far out of the way. I probably won't be satisfied until I do a bunch of runs with either option on a DA boss to get an average score range.
