It's divide and conquer. If every regional dialect becomes its own state, you end up with much smaller states. And by smaller states, we really mean weaker states. And these weaker states all have to compete against each other, and feel threatened by each other(especially when resources are involved).
If you look at the Middle-East, the goal of the Europeans was to use "nationalism" to break up the Ottoman Empire. The British promised the Arabs an independent Arab state if they rebelled against the Ottomans during WWI(Hussein-McMahon Correspondence). The Arabs rebelled, but the British and French secretly made the Sykes-Picot Agreement where they essentially carved up the region between them. And then when they did finally pull out, they carved the region further into small states under monarchies/dictators with incomprehensible borders to guarantee conflict over oil rights.
Had all the Arab states been united under a single government, that government would control like half the world's oil.
As to Ukraine, the West's primary aim is to separate Ukraine from Russia. The problem is that much of Ukraine is essentially Russia. So what do you do? Simple, you remove Russia through a process of national consolidation(IE Ukrainization). Pic-related.
