There are two ways to look at this, I lean in his direction but I can see yours. The point of having air power is to be able to affect the ground, you aren't sending planes into the sky just to control the sky. As long as the A2G weapons that one side has outranges the A2A weapons of the other, and the latter also does not have any aircraft that can challenge the former closer to their "air territory", then yes the first side has effective air superiority. They don't need to be able to fly directly over the opponent's cities because they don't need to.

Now steelmanning; technically speaking it would be cheaper to use weapons with less range, so if you did have "total air superiority and impunity" where you can fly right over the enemy territory and they cannot do anything about it, then there is a meaningful difference. But do you really want to make it a strategic goal to try to improve your A grade air superiority to S grade, at significant cost? Or just strap more wings onto bombs and call it a day?
