They've always been like this. I don't know why they do this with leaders. Some get proper translations and some get their personalities completely rewritten.

Daria is the most blatant example and all her lines/personality are completely different in JP and EN. Including her name, did you know she's actually called Dorothy in JP as a reference to the Wizard of Oz?
