I think the problem with Shinki is that she's "an absolute character" strong enough to create a whole realm and people and it would be hard to fit her with the other windows gods that can't do that and stuff
It also seems like ZUN treats Makai like one of those dozens of hells Hecatia talked about in fairy manga rather than its own thing like it was in PC98
I think Byakuren having that one spell softly implies Shinki teached that to her and you can kinda see the burning city in MS in the background of stage 6 but hey it's not like we will ever get any direct confirmation
