Literally who even says this? One of the most commonly said things is the world building is paperthin as fuck and collapses like a house of cards if thought about much, but some argue that given the kind of story being told and focused more on the girl's lives and intercharacter conflict, well mostly at least, the world building and lack of it isn't done in a way that's too detrimental to the story or distracting. It's alright for the kind of story being told.
Personally, while I do tend to agree, I think when BA starts stepping into some of the grander set pieces of DEEPEST LORE kind of plot points it suffers by trying to bring that world building more into the forefront of the plot and its shallowness stands out all the more.
