It isn't, the Android versions either lack features, accuracy, performance or all 3.
The only objectively better emulators are the Switch emus and Drastic, and that's only because they let you run Switch and DS games close to if not straight up natively i.e. they have a lot less overhead than your avg emulator on PC.
