Hutts are among the most impressive species in the galaxy. In Republic "culture" they are referred to as "Crime Lords" but it's not crime when you're the one in charge, only when authority is unrecognized. The Republic historically considered them outlaws to deny their legitimacy, citing their practices of slavery and other things. But when the Republic gets desperate enough, they are willing to make deals with the Hutts in exchange for access to hyperspace routes in order to win a war. Why? It's obvious.

Hutts command, no matter what the morally-compromised Republic claims, extensive military and economic power, both institutional and personal. The Hutts started out by going to war with the Rakatan Empire AND WINNING. They conquered an empire as warriors. Hutts are indolent out of cultural choice, but when they train end up like Grakkus, so swole he could flip a tank, or so tough that they can, in the case of Niima, tank a fucking turbolaser blast to the chest (only a light one, but still). And they wear power armour that would give 40k Space Marine fanboys a wet dream.

Why do they not rule still? Who says they don't? The only reason their original homeworld fell and was of a civil war coupled to a Celestial-triggered event that caused a black hole to wreck it. They dominated all galactic commerce and still would if MYSTERIOUS shifts in hyperspace hadn't changed the primary terminus point from Nar Shaddaa to Coruscant. Yes, it literally took the fabric of reality changing to break their control from unipolar to "just" multipolar. A Hutt is still probably taking a cut somewhere along the line of any economic action in the galaxy, with the likelihood increasing as one nears the Outer Rim.

As an independent territory comprising approximately 10% of an entire galaxy, Hutt Space predates the Old Republic and has outlasted it, the post-Ruusan Reformation Republic, the New Republic, and a baker's dozen of Sith Empires, galactic or otherwise.
