Earlier this year, I started doing voluntary work with children from the projects, here in Europe,
and I too was shocked to see how sexualized 12-15yo's are. It's really terrible.
It's not just the clothes, some of them, 12yo are actually developed, and have larger hips and breasts like the 16yo's. Theory says it's because they come from fucked up house holds, and their bodies develop so they attract a mate that get's them out of there.
