Turns out it's not bullshit but kind of misleading. It's not a graph of people that are on welfare, it's about state budgets and federal funding. California, since it has such a large economy, is less reliant on federal aid to meet it's budget reqs.

If you actually ask which state has the most residents reliant on gibs, it's California.
