Bad DLSS integration and sharpening maybe? I don't know if sharpening does anything without DLSS on, but DLSS will add a grainy look (possibly a sharpening issue already) and it will be exaggerated with the sharpening slider turned up and will look much worse. Not an issue if you don't run DLSS, but I noticed the artefact would not be as thick or repetitive with DLSS on and the sharpening down as far as the game lets you--still very noticeable and clear but at least you could make out more of the actual textures lol.

So it might be the case of a sharpening and DLSS artefact issue.
